{"id":44704,"date":"2026-06-26T08:54:00","date_gmt":"2026-06-26T06:54:00","guid":{"rendered":"https:\/\/plsk.eu\/?p=44704"},"modified":"2026-06-25T12:57:26","modified_gmt":"2026-06-25T10:57:26","slug":"rozhovor-modernizacia-cestneho-spojenia-pieninskych-narodnych-parkov-4-etapa","status":"publish","type":"post","link":"https:\/\/plsk.eu\/sk\/rozhovor-modernizacia-cestneho-spojenia-pieninskych-narodnych-parkov-4-etapa\/","title":{"rendered":"Rozhovor: Moderniz\u00e1cia cestn\u00e9ho spojenia Pieninsk\u00fdch n\u00e1rodn\u00fdch parkov \u2013 4. etapa"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Pokra\u010dujeme v s\u00e9rii rozhovorov, ktor\u00e9 ukazuj\u00fa, ako sa po\u013esko-slovensk\u00e9 pohrani\u010die st\u00e1va bezpe\u010dnej\u0161\u00edm, odolnej\u0161\u00edm vo\u010di pr\u00edrodn\u00fdm katastrof\u00e1m a lep\u0161ie prisp\u00f4soben\u00fdm klimatick\u00fdm zmen\u00e1m.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V roku 2026 predstav\u00edme v\u00fdsledky nieko\u013ek\u00fdch cezhrani\u010dn\u00fdch projektov, ktor\u00e9 boli realizovan\u00e9 v\u010faka podpore z eur\u00f3pskych fondov v r\u00e1mci programu Interreg Po\u013esko \u2013 Slovensko 2021 \u2013 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Z rozhovorov sa dozviete okrem in\u00e9ho, ak\u00fd vplyv maj\u00fa spolo\u010dn\u00e9 po\u013esko-slovensk\u00e9 iniciat\u00edvy realizovan\u00e9 cez hranice na ka\u017edodenn\u00fd \u017eivot obyvate\u013eov a turistov.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rozpr\u00e1vame sa nielen s partnermi projektov, ale aj s ich kone\u010dn\u00fdmi pr\u00edjemcami.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rozhovory realizujeme pod heslom: Bezpe\u010dnej\u0161ie po\u013esko-slovensk\u00e9 pohrani\u010die pre v\u0161etk\u00fdch!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aktu\u00e1lne rozhovory viedli Jana Repe\u013eov\u00e1 a Lucia Ma\u010dupov\u00e1 z Region\u00e1lneho kontaktn\u00e9ho body programu v Pre\u0161ovskom samospr\u00e1vnom kraji.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V prvej \u010dasti rozhovoru sa z\u00fa\u010dastnili partneri projektu, v druhej \u010dasti sa rozhovor uskuto\u010dnil s obyvate\u013emi pohrani\u010dia, ktor\u00ed vyu\u017eili v\u00fdsledky projektu.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Prv\u00e1 \u010das\u0165: Odpoved\u00e1 riadite\u013e S\u00daC PSK: Marcel Horv\u00e1th<\/strong><\/h2>\n\n\n\n<h2 class=\"wp-block-heading\">P\u00e1n riadite\u013e, mohli by ste sa kr\u00e1tko predstavi\u0165 a op\u00edsa\u0165 svoju \u00falohu pri cezhrani\u010dnom projekte Moderniz\u00e1cia cestn\u00e9ho spojenia Pieninsk\u00fdch n\u00e1rodn\u00fdch parkov \u2013 4. etapa\u201c?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">V tomto projekte sme plnili \u00falohu projektov\u00e9ho partnera. Treba poznamena\u0165, \u017ee d\u00f4le\u017eitej\u0161iu \u00falohu v projekte m\u00e1 Ved\u00faci partner, v tomto pr\u00edpade kolegovia z Noweho Targu, za \u010do im patr\u00ed na\u0161e po\u010fakovanie, \u017ee sa tejto \u00falohy tak dobre zhostili a implement\u00e1cia projektu prebehla bez v\u00fdraznej\u0161\u00edch probl\u00e9mov. Spolupracujeme u\u017e viac ako 16 rokov a zrealizovali sme p\u00e4\u0165 ve\u013ek\u00fdch cestn\u00fdch projektov. Aktu\u00e1lne realizujeme e\u0161te jeden, \u010do jasne dokazuje, \u017ee na\u0161e partnerstvo je dlhodob\u00e9 a kvalitn\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ako vznikol n\u00e1pad na tento projekt ? Kto inicioval cezhrani\u010dn\u00fa spolupr\u00e1cu?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ako u\u017e z n\u00e1zvu vypl\u00fdva, jedn\u00e1 sa o \u0161tvrt\u00fa etapu moderniz\u00e1cie ciest v Pienin\u00e1ch. Po vyhl\u00e1sen\u00ed v\u00fdzvy sme sa stretli, vybrali mapu a h\u013eadali \u00faseky ciest na ktor\u00fdch je nutn\u00e1 moderniz\u00e1cia a ktor\u00e9 by sp\u013a\u0148ali podmienky v\u00fdzvy. O n\u00e1zve projektu sme dlho nediskutovali. Chceli sme zachova\u0165 etapovitos\u0165, aby bolo jasne, \u017ee to nie je n\u00e1\u0161 prv\u00fd projekt, a \u017ee synergicky, komplement\u00e1rne a kontinu\u00e1lne pracujeme na moderniz\u00e1ci\u00ed ciest v Pienin\u00e1ch.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pre\u010do ste sa rozhodli zapoji\u0165 pr\u00e1ve do Programu Interreg Po\u013esko\u2013Slovensko 2021\u20132027?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">V r\u00e1mci Programu sme realizovali s na\u0161\u00edm partnerom projekty v ka\u017edom programovacom obdob\u00ed. Program Interreg Po\u013esko &#8211; Slovensko je v\u00fdborn\u00fdm n\u00e1strojom na rozvoj pohrani\u010dia, preto sa ho aj s partnermi sna\u017e\u00edme vyu\u017e\u00edva\u0165. V r\u00e1mci Programu Interreg Po\u013esko \u2013 Slovensko sa n\u00e1m s partnermi podarilo preinvestova\u0165 cca. 45 mil. \u20ac, zmodernizovali sme okolo 160 km ciest, zastabilizovali zosuvy, zrekon\u0161truovali mosty a hlavne sme spoznali skvel\u00fdch \u013eud\u00ed na oboch stran\u00e1ch hranice. Dovol\u00edm si tvrdi\u0165, \u017ee Interreg neberieme u\u017e len ako n\u00e1stroj na moderniz\u00e1ciu ciest, ale aj ako n\u00e1stroj prostredn\u00edctvom, ktor\u00e9ho vznikaj\u00fa v na\u0161ich organiz\u00e1ci\u00e1ch v\u00fdmeny pracovn\u00fdch sk\u00fasenosti a dlhoro\u010dn\u00e9 priate\u013estv\u00e1.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pre\u010do je d\u00f4le\u017eit\u00e9 rie\u0161i\u0165 moderniz\u00e1ciu cestnej infra\u0161trukt\u00fary na oboch stran\u00e1ch hranice spolo\u010dne?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Moderniz\u00e1cia ciest v regi\u00f3ne Pienin prispieva k rozvoju turizmu. Tento regi\u00f3n je turistami vyh\u013ead\u00e1van\u00fd na slovenskej aj po\u013eskej strane. Kvalitn\u00e1 dopravn\u00e1 infra\u0161trukt\u00fara je preto nevyhnutn\u00e1. Pr\u00edrodn\u00e9 a turistick\u00e9 kr\u00e1sy regi\u00f3nu &#8211; Niedzica, \u010cerven\u00fd Kl\u00e1\u0161tor, Tri koruny,\u2026 l\u00e1kaj\u00fa turistov aj zo vzdialenej\u0161\u00edch regi\u00f3nov, preto chceme vytv\u00e1ra\u0165 predpoklady na rozvoj turizmu a cestovn\u00e9ho ruchu na oboch stran\u00e1ch hranice.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ktor\u00e9 momenty projektu najlep\u0161ie uk\u00e1zali, \u017ee regi\u00f3n m\u00f4\u017ee fungova\u0165 ako jeden priestor bez hran\u00edc?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Pieniny sa rozprestieraj\u00fa na po\u013eskom aj slovenskom \u00fazem\u00ed, del\u00ed ich len pomyslen\u00e1 hrani\u010dn\u00e1 \u010diara. Cez zrealizovan\u00fa infra\u0161trukt\u00faru chceme n\u00e1v\u0161tevn\u00edkom aj turistom uk\u00e1za\u0165, \u017ee u\u017e nie s\u00fa rozdiely v pohrani\u010d\u00ed. Vieme spolupracova\u0165 a komunikova\u0165 s po\u013esk\u00fdmi partnermi, taktie\u017e vieme kvalitne pracova\u0165 na moderniz\u00e1ci\u00ed ciest, a chceme dosiahnu\u0165, aby bola v tomto regi\u00f3ne kvalitn\u00e1 cestn\u00e1 infra\u0161trukt\u00fara, tak aby obyvate\u013e, n\u00e1v\u0161tevn\u00edk alebo turista nerozli\u0161oval, \u010di sa nach\u00e1dza na slovenskej alebo po\u013eskej strane hranice.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ktor\u00e1 f\u00e1za projektu bola najn\u00e1ro\u010dnej\u0161ia a pre\u010do?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Najn\u00e1ro\u010dnej\u0161ia f\u00e1za bola ur\u010dite f\u00e1za hodnotenia a schva\u013eovania projektu. T\u00fdm, \u017ee o Program Interreg Po\u013esko \u2013 Slovensko je ve\u013ek\u00fd z\u00e1ujem, st\u00e1le \u010doraz viac \u017eiadate\u013eov sa uch\u00e1dza o zdroje programu. Sna\u017eili sme sa s na\u0161\u00edm partnerom z\u00faro\u010di\u0165 na\u0161e sk\u00fasenosti s pr\u00edpravou a s realiz\u00e1ciou cezhrani\u010dn\u00fdch projektov a pripravi\u0165 \u010do najkvalitnej\u0161\u00ed projekt. Tu sa mus\u00edme pochv\u00e1li\u0165, n\u00e1\u0161 projekt bol hodnotite\u013emi najlep\u0161ie bodovan\u00fd a umiestnil sa na prvom mieste v zozname schv\u00e1len\u00fdch projektov. Aj to sved\u010d\u00ed o na\u0161om kvalitnom partnerstve.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ktor\u00e9 z\u00e1sahy pova\u017eujete za najd\u00f4le\u017eitej\u0161ie z poh\u013eadu bezpe\u010dnosti cestnej prem\u00e1vky?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">V r\u00e1mci prie\u0165ahu obce Kamienka sa n\u00e1m podarilo zrealizova\u0165 opatrenia na zv\u00fd\u0161enie bezpe\u010dnosti cestnej prem\u00e1vky. Zv\u00fd\u0161ili sme bezpe\u010dnos\u0165 v okol\u00ed autobusov\u00fdch zast\u00e1vok a v nepreh\u013eadanej\u0161\u00edch \u00fasekoch obce moderniz\u00e1ciou priechodov pre chodcov. Tieto priechody s\u00fa doplnen\u00e9 o blikaj\u00face bezpe\u010dnostn\u00e9 gomb\u00edky, ktor\u00e9 maj\u00fa upozorni\u0165 vodi\u010dov na zv\u00fd\u0161enie opatrnosti. Boli vymenen\u00e9 obrubn\u00edky a zmodernizovan\u00fd chodn\u00edk pre pe\u0161\u00edch. Tieto opatrenia zna\u010dne zv\u00fd\u0161ili bezpe\u010dnos\u0165 cestnej prem\u00e1vky.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Po ukon\u010den\u00ed stavebn\u00fdch pr\u00e1c u oboch partnerov projektu boli osaden\u00e9 dopravno-bezpe\u010dnostn\u00e9 zariadenia a vykonan\u00e9 vodorovn\u00e9 dopravn\u00e9 zna\u010denie. \u010co sa dosiahlo osaden\u00edm t\u00fdchto bezpe\u010dnostn\u00fdch prvkov a moderniz\u00e1ciou priechodu pre chodcov v obci Kamienka?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Prie\u0165ah obcou Kamienka je vlastne tak\u00e1 nep\u00edsan\u00e1 vstupn\u00e1 br\u00e1na do Pienin. Intenzita dopravy na cestu II. triedy je dos\u0165 vysok\u00e1 pr\u00e1ve pr\u00edchodom turistov do tohto regi\u00f3nu. Zmodernizovan\u00e1 a kvalitn\u00e1 cesta l\u00e1ka vodi\u010dov jazdi\u0165 zv\u00fd\u0161enou r\u00fdchlos\u0165ou a preto sme chceli urobi\u0165 \u010do najlep\u0161ie opatrenia pre najzranite\u013enej\u0161\u00edch \u00fa\u010dastn\u00edkov cestnej prem\u00e1vky. Vybudovan\u00edm chodn\u00edka popri ceste, tie\u017e moderniz\u00e1ciou okolia autobusov\u00fdch zast\u00e1vok a moderniz\u00e1ciou a sveteln\u00fdm ozna\u010den\u00edm priechodov pre chodcov sa n\u00e1m podarilo zabezpe\u010di\u0165 zv\u00fd\u0161enie bezpe\u010dnosti cestnej prem\u00e1vky.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ako projekt zoh\u013ead\u0148uje pr\u00edrodu a adapt\u00e1ciu na extr\u00e9mne prejavy po\u010dasia?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Rekon\u0161trukciou cesty II\/543 sa zabezpe\u010d\u00ed lep\u0161ia plynulos\u0165 cestnej dopravy a t\u00fdm sa priamo podpor\u00ed zn\u00ed\u017eenie energetickej n\u00e1ro\u010dnosti dopravy a zn\u00ed\u017eenie negat\u00edvnych dopadov na \u017eivotn\u00e9 prostredie. Navrhovan\u00e9 technick\u00e9 rie\u0161enia neved\u00fa k zhor\u0161eniu nepriazniv\u00fdch \u00fa\u010dinkov existuj\u00facich a o\u010dak\u00e1van\u00fdch, bud\u00facich klimatick\u00fdch podmienok. Navrhovan\u00fdm rie\u0161en\u00edm sa zlep\u0161\u00ed kvalita cestnej infra\u0161trukt\u00fary, \u010do m\u00e1 ma\u0165 pozit\u00edvny vplyv na klimatick\u00e9 podmienky.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ak by ste mali vybra\u0165 jednu najd\u00f4le\u017eitej\u0161iu zmenu, ktor\u00fa priniesla moderniz\u00e1cia cesty v Kamienke, \u010do by to bolo? Na \u010do ste v r\u00e1mci realizovan\u00e9ho projektu najviac hrd\u00fd, \u010do by ste ako v\u00fdsledok projektu vyzdvihli?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Najd\u00f4le\u017eitej\u0161ou zmenou je, \u017ee sa podarilo komplexne zmodernizova\u0165 cestu v obci Kamienka. Nejedn\u00e1 sa o nejak\u00fd neucelen\u00fd a nepremyslen\u00fd \u00fasek. Cesta II\/543 vedie do Pienin a sna\u017e\u00edme sa ju komplexne modernizova\u0165. \u00daseky pred a za obcou Kamienka boli u\u017e zmodernizovan\u00e9 z predch\u00e1dzaj\u00facich v\u00fdziev Programu Interreg. Preto n\u00e1s te\u0161\u00ed, \u017ee sa n\u00e1m op\u00e4\u0165 podarilo uspie\u0165 a zrealizova\u0165 \u010fal\u0161\u00ed \u00fasek cestn\u00e9ho spojenia do Po\u013eska.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ako sa zmenila bezpe\u010dnos\u0165 pre vodi\u010dov, chodcov a turistov v\u010faka moderniz\u00e1cii?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Bezpe\u010dnos\u0165 pre dom\u00e1cich obyvate\u013eov \u017eij\u00facich v obci, ale aj turistov sa zmenila zna\u010dn\u00fdm sp\u00f4sobom. K bezpe\u010dnosti prispieva nov\u00fd chodn\u00edk, zmodernizovan\u00e9 priechody pre chodcov, osadenie bezpe\u010dnostn\u00fdch gomb\u00edkov. Celkovo sa realiz\u00e1ciou projektu zv\u00fd\u0161ila aj bezpe\u010dnos\u0165 cestnej prem\u00e1vky v obci Kamienka.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Op\u00ed\u0161te priebeh komunik\u00e1cie s partnerom po\u010das realiz\u00e1cie projektu. Nau\u010dili ste sa pri implement\u00e1cii projektu nie\u010do nov\u00e9 od svojho po\u013esk\u00e9ho partnera?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ako som u\u017e spomenul, s na\u0161\u00edm partnerom spolupracujeme u\u017e viac ako16 rokov a podarilo sa n\u00e1m u\u017e \u00faspe\u0161ne zrealizova\u0165 viacero projektov. Na\u0161u komunik\u00e1ciu pri pr\u00edprave projektu, ale aj po\u010das realiz\u00e1cie projektu pova\u017eujem za bezprobl\u00e9mov\u00fa. U\u017e d\u00e1vno nepotrebujeme tlmo\u010dn\u00edka, aby sme na\u0161li spolo\u010dn\u00fa re\u010d pri realiz\u00e1ci\u00ed na\u0161ich spolo\u010dn\u00fdch projektov.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aj ke\u010f na\u0161a spolupr\u00e1ca je u\u017e dlhoro\u010dn\u00e1, st\u00e1le sa n\u00e1jdu nejak\u00e9 nov\u00e9 poznatky, ktor\u00e9 si m\u00f4\u017eeme medzi sebou ako partneri projektu vymeni\u0165 a vz\u00e1jomne sa vzdel\u00e1va\u0165. Aj preto je Interreg tak\u00fd kr\u00e1sny a pre n\u00e1s v\u00fdznamn\u00fd.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Realiz\u00e1cia projektu nie s\u00fa len budovy alebo vybavenie, s\u00fa to aj vz\u0165ahy. Stret\u00e1vate sa s po\u013esk\u00fdm partnerom aj po ukon\u010den\u00ed projektu? Pri akej pr\u00edle\u017eitosti ste sa stretli naposledy?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Mimo projektu sa stret\u00e1vame sa na r\u00f4znych medzin\u00e1rodn\u00fdch \u0161koleniach a konferenci\u00e1ch. Posledn\u00fdkr\u00e1t sme sa stretli pred 1 alebo 2 mesiacmi, kedy sme cestou do Krakowa prech\u00e1dzali cez Nowy Targ. Z \u201enevinn\u00e9ho\u201c telefon\u00e1tu, \u017ee prech\u00e1dzame cez ich mesto to skon\u010dilo hodinovou k\u00e1vou u na\u0161ich kolegov cest\u00e1rov z Noweho Targu, kde sme u\u017e za\u010dali pr\u00edpravy na nov\u00e9 programov\u00e9 obdobie Interreg-u.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pl\u00e1nuje PSK pokra\u010dova\u0165 v Interreg projektoch aj v \u010fal\u0161om obdob\u00ed?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ur\u010dite! Pre n\u00e1s je tento program v\u00fdznamn\u00fdm zdrojom na moderniz\u00e1ciu ciest ale tie\u017e rekon\u0161trukciu mostov a stabiliz\u00e1ciu zosuvov. M\u00e1me za sebou u\u017e ve\u013ea zrealizovan\u00fdch projektov. M\u00e1me dobr\u00fdch partnerov a bola by \u0161koda tieto sk\u00fasenosti nevyu\u017ei\u0165 aj pri \u010fal\u0161\u00edch projektoch. Navy\u0161e stav cestnej infra\u0161trukt\u00fary v pohrani\u010d\u00ed si nov\u00e9 invest\u00edcie do ciest vy\u017eaduje. Pohrani\u010die m\u00e1 v\u00fdznamy turistick\u00fd potenci\u00e1l. A nato, aby sa cestovn\u00fd ruch, slu\u017eby vedeli rozv\u00edja\u0165 potrebujeme ma\u0165 kvalitn\u00fa infra\u0161trukt\u00faru a dostupnos\u0165 do pohrani\u010dn\u00fdch regi\u00f3nov.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Prv\u00e1 \u010das\u0165: Odpoved\u00e1 dyrektor, Powiat Nowotarski- Powiatowy Zarz\u0105d Dr\u00f3g: Tomasz Filar<\/strong><\/h2>\n\n\n\n<h2 class=\"wp-block-heading\">Ktor\u00e9 momenty projektu najlep\u0161ie uk\u00e1zali, \u017ee regi\u00f3n m\u00f4\u017ee fungova\u0165 ako jeden priestor bez hran\u00edc?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Najlep\u0161ie to uk\u00e1zala samotn\u00e1 realiz\u00e1cia spolo\u010dnej invest\u00edcie na oboch stran\u00e1ch hranice. Na po\u013eskej strane sme modernizovali \u00faseky okresn\u00fdch ciest \u010d. 1638K a 1679K Sromowce Wy\u017cne, zatia\u013e \u010do na slovenskej strane pr\u00e1ce zah\u0155\u0148ali cestu II\/543 v obci Kamienka. Hoci form\u00e1lne ide o dve krajiny a dve samospr\u00e1vne administrat\u00edvy, v praxi obyvatelia, turisti a vodi\u010di vn\u00edmaj\u00fa t\u00fato oblas\u0165 ako jeden komunika\u010dn\u00fd priestor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pre m\u0148a bolo obzvl\u00e1\u0161\u0165 d\u00f4le\u017eit\u00e9, \u017ee sme sa spolu so slovensk\u00fdm partnerom nepozerali na projekt len cez prizmu vlastn\u00e9ho \u00faseku cesty, ale ako na prvok v\u00e4\u010d\u0161ieho celku \u2013 prepojenia, ktor\u00e9 sl\u00fa\u017ei cel\u00e9mu pohrani\u010diu.
